A two handed weapon should swing at least in full semicircle, but the question is will it stay at head level once aimed there. You can slap on a Handling Upgrade if you like, Rais Rebels drop them all the time, so you can have an infinite supply, and the other guys usually drop a Superior Shortsword, which is also pretty darn good.
